The following documents, many obtained through freedom of information requests, reveal a patchwork of policies and guidelines regulating how state and local law enforcement agencies conduct intelligence activities. As described in the Brennan Center’s new report, more than half of these police departments and data fusion centers gather and share personal information about ordinary Americans without any suspicion of criminal activity, all with little or no independent oversight.
