Robert Hogan

Robert Hogan is a counsel in the Brennan Center’s Democracy Program, where he serves on the federal affairs team and specializes in developing and advancing democracy reforms, judiciary reforms, and other federal policy initiatives. Before joining the Brennan Center, Hogan was a dedicated policy staffer on Capitol Hill, serving as senior policy counsel for Rep. Adriano Espaillat (D-NY13) in the 118th Congress and senior policy adviser and judiciary counsel for Rep. Mondaire Jones (D-NY17) in the 117th Congress. Prior to these roles, he spent one year as a law clerk for the Montana Supreme Court.

Hogan graduated magna cum laude from Brown University with a BA in economics. He received his JD from Georgetown University Law Center, where he was a staff editor for the Journal of National Security Law & Policy. During law school, he served as a law fellow for Sen. Sheldon Whitehouse’s (D-RI) Senate Judiciary Committee team, a domestic policy intern for the House Committee on Oversight and Reform, and a legal intern for the House Committee on the Judiciary.
