Eileen O’Connor

Senior Counsel, Democracy

Eileen O’Connor is a senior counsel in the Brennan Center’s Voting Rights and Elections Program. 

Before joining the Brennan Center, O’Connor served for eight years as a trial attorney in the Voting Section in the Civil Rights Division at the U.S. Department of Justice. Prior to that, she was a senior counsel at the Lawyers’ Committee for Civil Rights Under Law, where she worked for five years on voting rights and fair housing issues. Previously, O’Connor was a litigation associate in private practice and clerked for Judge Dickinson R. Debevoise of the U.S. District Court for the District of New Jersey.    

O’Connor earned a BS in biomedical engineering from Washington University in St. Louis and a JD from New York University School of Law.

O’Connor is admitted to the bar in the State of New York. Her practice in Washington, DC, is limited to practice before U.S. courts as provided in DC Court of Appeals Rule 49(c)(3).
